関根龍太郎氏による「田村明『市民の政府』への道」講演会が2019年3月25日（月）午後6時より、桜木町市民活動支援センターセミナールーム2号で開催された。
田村明による最後の著書が『市民の政府』論である。2006年に書かれた、亡くなる4年前である。自立し自覚ある市民が責任ある自治体政府をつくる、という論である。そもそも、この著書は、「市民論」なのか「自治体論」なのか、意見が分かれる。当日、関根氏は田村の生い立ちから、その家族観を中心に『市民の政府』論に至る道筋を語った。
参加者から多くの意見が出た、当該論は「自治体を正当化するためのもの」であり、道具概念として「市民」を使っているのであって、このような理性的市民像は実在しない田村の「理想」を求めたものだ、という意見もあった。詳細はテープ起こし後の講演記録によるが、田村にとって「市民」とは何だったのか、が問われる。
Ryutaro Sekine addressed the rationale of “Local government by citizens”, a concept written on Akira Tamura’s last published book. Sekine tried to explain the rationale of citizens’ government by Tamura quoting and stressing his background of childhood and family relationship. There is a concern whether this book deals with theory of citizenship on local autonomy or principle of local governance by
local government. A participant expressed his opinion that this use of citizenship
is used to justify local governance by local government, in other words presumed
that Tamura only used citizens as a base of local governance. The other participant said that Tamura wanted an ideal type of citizens for his theoretical justification. There should be more opinions from people, anyway.
We have to wait until the minutes of this discussion will be ready and open by
finalizing the recorded talk soon. It is not a simple task to analyze the concept of citizens by Tamura.
