プランナー二宮公雄さんに10年ぶりにお会いした。89歳になられていたが、今年3月まで現役で都市計画事務所を営まれていた。二宮さんは環境開発センターで田村明の同僚で、1960年代の熱い時代の都市計画を語っていただいた。この懇談は、クリスチャン・ディマー（Christian Dimmer 早稲田大学教授）が中心となって進めている、NPO田村明研究会による田村明著書の海外出版企画の一環である。
二宮さんは「情念の都市計画」と「理性の都市計画」があると語り、同じく市民にも情念派と理性派がいるという。浅田孝が1961年に始めた環境開発センターは情念で動く浅田に対して、理性で動く田村が入ることで、初めて組織的行動原理をもったという。そして、田村にとっての市民は「理性ある市民」であった。時に、二宮さんと田村は都市計画における市民の在り方について激論を戦わせた。
市民と都市計画については、田村も六大事業で、飛鳥田一雄市長の強い思い入れを受けていた。具体的には、30万人都市を目指す港北ニュータウン開発で農民や住民五千人以上の地権者を対象に、徹底した市民参加方式による都市計画を実践した。ただし、規模的かつ内容的に徹底した市民参加は多くの課題と困難をもたらした。情念で動く市民も多数いたが、それらの市民に対して田村は苦手だったようだ。
ただし、それでも田村が徹底した理性で計画実践した六大事業は、Dimmer教授いわく当時の世界でその科学性と総合性から他に例をみないものであったという。世界が科学的かつ総合的な計画の必要性を認識するのはまだ先の話であった。田村たちの先進性は際立っていたようだ。（文責：田口俊夫）
I met planner Kimio Ninomiya for the first time in 10 years. He becomes 89 years old, but he is still actively running an urban planning office until March of this year. Ninomiya, a colleague of Akira Tamura at the Environmental Development Center, spoke about urban planning during the passionate era of the 1960s. This discussion was part of a project to publish Akira Tamura's books overseas, organized by our NPO, led by Christian Dimmer (Professor at Waseda University).
Ninomiya spoke of "urban planning based on passion" and "urban planning based on reason," and said that there are also passionate and rational citizens. The Environmental Development Center, founded by Takashi Asada, driven by passion, in 1961, was finally able to establish organizational principles of action when Tamura, driven by reason, joined the organization. For Tamura, citizens were "rational citizens." At times, Ninomiya and Tamura engaged in heated debates about the role of citizens in urban planning.
Regarding citizen participation in urban planning, Tamura received a strong direction from Mayor Ichio Asukata. Specifically, in the development of Kohoku New Town, which aimed to create a city of 300,000 people, he implemented urban planning using a thorough citizen participation method, targeting farmers and residents over 5,000 landowners. However, thorough citizen participation, both in scale and content, brought many challenges and difficulties. Many citizens were driven by passion, and Tamura seemed to have difficulty dealing with them.
However, Tamura's Six Spine Projects, which he planned and implemented with thorough rationality, were, according to Professor Dimmer, unprecedented in the world at the time for their scientific and comprehensive nature. It was still some time before the world recognized the need for scientific and comprehensive approach in planning. Tamura and his colleagues' pioneering spirit stood out. (Text by Taguchi Toshio)
